Big brother Ed Balls is watching. Radical new plans laid out by the Childrens Secretary will put some of Englands worst families under 24-hour CCTV surveillance in their own homes. Mr Balls has allocated 400 million to monitor 20,000 problem families over the next two years, in a bid to reduce the number of youngsters drawn into crime as a result of their turbulent home lives.
